BED custom shortcuts

I'd like to be able to create shortcuts that toggle 'Comment Add' and 'Comment Remove'.

Also a custom shortcut to indent selected lines, and de-indent them as well.

But mostly the ability to assign shortcuts to given menu items/actions.
