Pelle Orinius has announced Release Candidate 1 of his version 13.0 Pelles C compiler.

I recommend not downloading / installing, as it has numerous issues with the new set
of Windows API headers that need to be sorted out by Pelle.  It is practically impossible
to compile anything at this point in time using RC1.

On a positive note, it is good to see that Pelle has returned from his 10-month self-imposed
isolation and has been hard at work. I'm staying optimistic that V13 will eventually resolve
into the small development package that we know and love to use.

UPDATE:  Pelle has posted v13 Release Candidate 2. 

I have not encountered any issues building apps with it.
